Why an independent evaluation matters
Older vehicles combine mechanical, electrical and electronic systems that require specialist checks. The Consumers Association of Singapore recommends using its Standard and Functional Evaluation (SAFE) Checklist and obtaining a professional evaluation before purchase.
An evaluation does not guarantee that a car will never develop a fault, but it reduces uncertainty and creates a written record of the observed condition.
Identity and structural checks
- Match engine and chassis numbers with official records
- Inspect chassis rails and structural areas for repair or corrosion
- Check panel alignment, paint variation and signs of accident repair
- Confirm that modifications comply with LTA requirements
Illegal modifications can create rectification costs and registration problems later.
Engine and cooling system
Ask the workshop to check fluid levels and condition, leaks, unusual noises, warning lights, cooling-system pressure, exhaust smoke and diagnostic fault codes. A cold start can reveal issues that disappear after the engine warms up.
Transmission and road behaviour
The gearbox should engage smoothly without delay, slipping, harsh shifts or abnormal vibration. During a safe road test, assess steering, braking, wheel alignment, suspension noise and stability. Hybrid or diesel models may need additional system-specific checks.
Tyres, brakes and wear items
Inspect tyre age, tread depth and uneven wear. Measure brake condition and review the battery, engine mounts, belts, hoses, absorbers and suspension bushes. These items may not make the car unusable, but they affect the first-year budget.
Electronics and cabin equipment
Test every window, lock, mirror, light, wiper, camera, sensor, infotainment control and air-conditioning function. Small electrical faults can be time-consuming and expensive on older premium vehicles.
Compare the report with the seller’s disclosure
Ask the dealer or seller to state known defects, repair history and warranty terms in writing. Compare that disclosure with the professional report. Clarify inconsistencies before paying a deposit or accepting ownership transfer.
