When a vehicle approaches COE expiry, the owner has more than one possible path. The best choice depends on condition, rebate eligibility, renewal cost, export demand and how much longer the owner wants to use the car. This guide compares the main options at COE expiry in Singapore.
Option 1: renew the COE
Renewal keeps an eligible vehicle registered for another five or ten years. The cost is based on the applicable PQP. A five-year renewal for Category A or B cars costs 50% of PQP but can only be chosen once. A ten-year renewal requires full PQP.
Renewal makes the most sense when the vehicle’s condition supports continued use and the total cost compares favourably with replacement.
Option 2: deregister and scrap
An LTA-appointed scrapyard can receive and dispose of the vehicle. Owners should compare the scrapyard offer, eligible PARF/COE rebates and any outstanding finance or LTA payments. Keep official transaction and disposal records.
Option 3: deregister and export
A vehicle may be exported through appropriate freight arrangements. LTA requires approved disposal evidence. For ocean freight, the required documents can include a Cargo Clearance Permit and an endorsed non-negotiable Bill of Lading containing specified vehicle and shipping details.
For eligible vehicles, LTA states that disposal documents must be uploaded within the required deadline after deregistration. Export logistics, destination rules and foreign registration are separate matters that must also be checked.
Option 4: use an Export Processing Zone
An LTA-appointed Export Processing Zone can store a deregistered vehicle temporarily pending export, subject to the applicable procedures and time limit. This can help when deregistration timing and vessel scheduling do not align.
Compare the net value of each path
- Current body or sale value
- Official PARF and COE rebate enquiry
- Scrap or export quotation
- PQP for five-year or ten-year renewal
- Repairs needed for continued local use
- Road tax, insurance and inspection costs
- Towing, storage, freight and administration
Use written quotes and one intended decision date. Changing the date may change rebate eligibility or PQP.
Do not miss disposal deadlines
Once deregistered, a vehicle cannot be kept or used in Singapore outside the permitted disposal process. LTA warns that failing to submit proof of disposal on time is an offence. The vehicle must be scrapped, exported or stored through an approved EPZ route.
