A used-car sale is not complete when the deposit is paid or the keys are handed over. The official vehicle ownership transfer in Singapore must be initiated and accepted correctly, with financing, insurance and outstanding matters addressed first.

Understand the seven-day requirement

LTA states that ownership must be transferred to the new owner within seven days when a second-hand vehicle changes hands. The transfer becomes effective immediately when the next owner confirms the initiated transfer, provided the vehicle is not under financing.

Seller’s checklist before transfer

  • Confirm that full cleared payment has been received
  • Settle or arrange discharge of outstanding vehicle financing
  • Clear road-tax arrears and other LTA matters
  • Retain the vehicle number before transfer if desired
  • Prepare a signed sale agreement and official receipt
  • Initiate the ownership transfer only at the agreed handover stage

Taxes already paid and eligible vehicle rebates generally move with the vehicle to the new owner, so both sides should understand the value being transferred.

Buyer’s checklist before accepting

  • Match the seller and vehicle details with the agreement
  • Confirm the make, model, engine and chassis information
  • Check the COE, road-tax and inspection dates
  • Arrange valid motor insurance
  • Review any outstanding loan settlement evidence
  • Inspect the car and document its handover condition

Do not accept the digital transfer before confirming that the car, keys, documents and agreed items are ready for handover.

Payment safety

Use a bank account belonging to the contracting company or verified seller. Keep the quotation, invoice, receipt and payment record. For cheque payments, the seller should ensure funds have cleared before completing the transfer. Avoid unexplained third-party accounts or pressure to skip documentation.

Dealer purchases

When buying from a motor dealer, ask for an official receipt carrying the company name and information. Consider a CaseTrust-SVTA accredited dealer for additional assurance, and review the vehicle professionally rather than relying only on the advertisement.

After the transfer

The new owner should check that insurance and road tax requirements are satisfied, update parking or electronic services where necessary, and retain all transaction documents. If the car requires COE renewal or inspection, schedule those actions based on the official deadlines.
